OSBC tentative agreement
Tentative Agreement Reached Between CWA Local 13101 and Office of the State Bank Commissioner
CWA Local 13101 is pleased to announce that we have reached a tentative agreement with the State of Delaware and the Office of the State Bank Commissioner (OSBC) after more than two years of bargaining.
This was not an easy process. There were significant challenges, delays, and disagreements along the way. At times, we believed the state was not bargaining in good faith. Despite those obstacles, your bargaining team remained committed and worked tirelessly to secure what we believe is the best contract that can be achieved at this time.
Given the current financial condition of the State of Delaware and the realities we faced at the table, we are confident this tentative agreement represents meaningful progress for OSBC employees and provides important improvements and protections moving forward.
We are in the process of scheduling a contract explanation meeting at the OSBC office in Dover on February 18 in the afternoon (exact time to be announced). At this meeting, the bargaining team will provide a detailed overview of the tentative agreement, explain how we reached this point, and answer questions. Following the explanation, eligible members will have the opportunity to vote on whether to accept or reject the agreement.
We also hope to have Debbie Murray Shepard, Director of the Public Employee Relations Board (PERB), in attendance to discuss the mediation process and how this tentative agreement was ultimately reached.
We understand there are a lot of rumors circulating about the tentative agreement. We strongly encourage members to attend the explanation meeting, hear the full details directly from the bargaining team, and review the agreement before forming conclusions.
